I would've REALLY like it to be the Star Ocean Team (tri-Ace) it would be awesome as they know how to make good battle mechanics for RPG's and it could go well with the ATLA license.

First NO EA! EA just pumps out a bunch of crap. THQ is hit or miss it really depends on what dev house picks it up.
RPG wise it's a toss up for me; I like Bioware since they do have the a solid background (Knights of the old Republic, Jade Empire, Neverwinter Nights). But you really can't beat juggernaut like Squre/Enix for a console RPG.

Square Enix would have been awesome designers of that kind of game(especially since a lot of their games are very story-heavy, much like Avatar, and can you imagine how they'd animate the characters?). Something along the lines of Baldur's Gate: Dark Alliance would be cool too, as I like that sort of RPG.

Tetsuya Nomura of Square Enix.
KH2 had a nice battle system that would translate well to ATLAB.

Square-Enix. Or else Namco-Bandai - they did a really good job of making a four player action rpg with Tales of the Abyss (and to a lesser degree, Tales of Symphonia)

Square enix > bioware for AtLAB If it follows the plot of the show it would have a fairly linear story, and when it comes to linear stories you cant get much better than squenix.

I loved Star Ocean!!!! I liked the real time, free movement battle system!! Square Enix is a good choice. Square Enix makes all the best games.

Square Enix, Namco, or Atlus. Square Enix because they, as a whole company, always make such story-rich, graphically excellent games. Namco because their RPGs are always nice and long, and have lots of unexpected twists and turns (Zelos turning traitor, then a half an hour later, making recompense. Who saw that coming?). And Atlus because their games are always wonderfully offbeat, and their RPGs are also nice and long, usually, but their games are also usually non-linear. The same can be said for Square Enix and Namco. This is all on a 'usually' basis, because they all do have games that don't fit in with their norm.

Yeah but we've seen the show. I don't want a linear story. I want a game set in the Avatar universe, NOT marketed to kids. Bioware is win. Because, honestly, linear stories get old, fast. Especially one based on a show. Open-ended character-creation and influence is win. Honestly, the KOTOR engine is perfect for AtLA. Party system, turn Ebon Hawk into Appa, meet characters + influence, add Aang as a background character (Lost, busy, etc.). Linear is linear, there's only one way. Open-ended is freedom to do whatever the f**k you want. Them or Lionhead, I could see the Fable engine working.

KOTOR, Elder Scrolls (All of them), and probably Mass Effect.

RPG's huh? How about an Avatar strategy game by The Creative Assembly utilizing the mechanics used in the Total War strategy games like Rome and Medieval? That would certainly be awesome! I'm leaning more to strategy games but I like Captain Klepto's suggestion of having Bioware to be the developers for an Avatar RPG.
