Nothing new. The photos that most newspapers and networks get are from wire services like the Associated Press or Reuters. That's why the images are distributed so quickly. These images are usually linked to key words, in this case "Tibet" and "Riot." Then, because of technology as it is, it links these images to the actual reports about Chinese revolts in Tibet. Nepalese police were probably involved to some extent since Tibet has a somewhat ambiguous boundary.
On the other hand, most wire-service photos are doctored. Not to make things untrue, but to make the subjects "look good." There's a formula to it and it may explain how supposed Chinese soldiers have dark skin. Of course, there's no way of confirming this as of yet.
This is merely the media system failing. Again.

I find it highly ironic that people are making a big deal about the uniforms and the "difference" between Chinese and Tibetan police. As far as China is concerned Tibet is part of China, so would that make Tibetan police Chinese? Lets not even get into who has over all command of both the Tibetan police not to mention there's is a difference between a patrol uniform and riot gear clad police.
Lets not even get into the Military that is the territory. Even though the Tibetan "military" is the ones doing the ground action, who do you think they get their orders from? That would be Chinese military chain of command.
Really it's just a tactic to divert the attention of the people watching to other topics (not mater how valid) other than the original.
I want to reintegrate that CHINA has had over control over the region they call Tibet for decades now.
