Toph can redirect lightning, because Toph is awesome. No other explanation is required. And Sokka can do it with SCIENCE. +1 i can in no way shape or form, refute such a statement

I doubt even with waterbending, lightning could be redirected.
You're thinking of electricity; lightning is electricity, but with much more power and force, which would break through the attraction that the ions in water have. That's the only reason water conducts electricity well, tiny ionic particles which take in the electrical charges.
And that can be said similarly in the sense with chi. Lightning is energy shot out, concentrated chi, that can shatter the redirection properties waterbenders have with chi.

It's the impurities in it (salt) which conduct electricity. Pure water insulates electricity. We will never see anyone apart from Zuko/Iroh redirect lightning. It's like their thing (similar to Toph's metalbending/Katara and Hamaa's bloodbending). And I think, only firebenders can handle the heat. Technically, non-benders have as much chance of it as water/earth/airbenders, but if any of them tried, the lightning would overload their Fire Chakra and they'd die. Firebenders can control the heat. So really any firebender could do it, but they would have to: a)Know the principles for doing it b)Be extremely desperate. Any normal person would try to dodge a lightning bolt than risk a failed redirection
