Wow, that Arm the Homeless story is something else, I hadn't heard about that.
For the Equalist movement though, I guess it depends on how you divide it up. If you treat it as a whole, then I don't think it would count as a hoax since a building was blown up, high-ranking officials were kidnapped, and the city was taken over. But if you treat it as Amon using the movement to further his own agenda without actually caring about the people following him/what the movement was trying to accomplish, then I suppose it could be a hoax in that regard. I guess it depends on what Amon's end game was, and whether he wasn't lying about it like he was with his past.
