On Asumi, I'm in the camp of "she's harmless, but her father's backer is probably Amon". Honestly, I find it interesting that people kind of reflex into thinking she's up to something bad. More likely than not, her character is going to be setup with a situation where she and her father either help the Equalist or help team Korra. Honestly though, after seeing a bit of Mr. Sato, I don't think he'd side with hurting people even if it meant he'd be poor again. Like he said, there's nothing wrong about being poor.
That being said, I could see him helping them a bit at first (financially only) but balking later on a more serious demand, like running for the council to be their puppet.
On Tarlok, I find him fascinating. He vibe I got from him is that he's ambitious but at his core is a man of action. Also consider where he comes from, the Northern Water Tribe. Culturally, Republic city and NWT are worlds apart. From the first series, the NWT seemed very isolationist and their culture reflected that (ie hard gender roles). The background I built up in my head for him was that he was young and ambitious, but bit off more than he bargained for during a political power play. His punishment was to be sent to RC as Ambassador, it removes him from the NWT internal politics and acts as a sort of exile from home. At the same time the NWT benefits because he showed intelligence and at least would be competent in his job. So Tarlok joins the city, and makes it his new personal goal to become the most influential person.
On Korra, she showed growth in this ep, but I'm now very convinced she can't access the Avatar State. Interesting theory on that, it's because of her stubbornness/fearlessness. The State only triggers in non fully trained Avatars if they are in danger or emotionally distraught. Aang's state triggered in a lot of situations less dangerous than what Korra was in. Aang was younger and less trained hence maybe his fear reaction was easier to trigger than Korra's.
On training so many chi blockers, I honestly don't think there are huge numbers of "elite" chiblockers that make up the "Goggle Corp". But to add to their ranks probably hundreds have to train so they can pick out the hand full that could reach the top potential. Also, after watching their scene with Korra in the dark, I'm guessing they have low light vision. The masks are also interesting in that they help heighten the fear experience causing benders to be more sloppy.
