Of course content is important, but you certainly need a board that doesn't hurt to look at as well. I don't see why this would be a polarizing idea.
I agree, staff does often have to be a bit hard or strict. Another pet peeve of mine, is inactive staff. If a person's dedicated enough to become staff, they should at least be dedicated enough to come on often.

This is a superficial world.
While you may be more interested in the meat of a site/forum, a lot of people are interested into the appearance and ease to navigate it.
Take DH for instance; if the forum was scattered with no order or what not, people would be turned off.
The appearance of a layout is nice. You want something that's easy on the eyes and pleasant to look at. Not neon yellow background with lime green text and a banner made in 2 seconds on paint. If you're willing to maintain a site/forum, it's not that much to ask for someone to put in a slight bit of effort on working on the appearance.

That's not what we're saying at all, BB. Who would be close minded enough to think that one aspect of a forum makes it great? What I said is truth; I know for a fact nobody is going to look through every single post on DH before they make an account. It's more of the first impression of DH by looking at the main page.
I can agree with that, but the staff member also has to be able to recognize the line between "The Greater Good" and "Power hungry." Staff are there for the members; what the members want the members get, within reason. The staff member needs to balance out being strict and being a good person people want go go to with their opinions. If a staff member takes opinions and is truly interested in what people have to say, that makes a wonderful moderator, not a push over.
-I hate it when Harry Potter Forums have house points to the point where it's like "lol u posted, three points for slytherin!" Just the whole house point system bugs me sometimes. XD Have you ever seen those where they are ridiculous?

Oh god the special Harry Potter codes. I hate having to nagivage through 674768296672868924 of those just to find whatever code I am looking for. Dx
CBoxes annoy me. They practically call for trolls to come to your forum, and I don't like how they look either. More scrolling and stuff. :x

This is more of a personal annoyance for someone who likes international music as much as I do, but I'm annoyed by certain fansites thinking that the "English" version of their site automatically equals a myspace.
I can go onto wiki.theppn.org to find out that nonsense about what Aoi's favorite food is, or what Saga's favorite brand is.
The official site is supposed to offer real information, not a link to clips of songs and some pictures of the band members. -_-"
I can guarantee you that there are just as many international fans/English speakers as there are fans that live within that's band's country.

-Sites that usually are made to lure newbies into shock images (lulz shock sites) -Sites like metroflog or the like that have BAAAD BAAAD page styles, and their members usually write or leave comments like they were 10 years old that just discovered the ASCII table and 1337 speak well, for example, this

I hate when a website doesn't enforce their own rules so people get away with posting all kinds of nasty things. Then they end up getting all kinds of positive attention for it from all the other members. >.<

Small unreadable text that cannot be enlarged.
This may be just me but I hate when someone uses over stylized or just plain hard to read text.
This will make me sound old and dated but a forum or comments section that uses threaded post view (we are viewing this thread in flat view.) its so hard keep track of the conversation. Thankfully flat view is the norm for most forums.
I'm sure many have seen them around the web but here is a quick explanation.
from Wikipedia
threaded view (tree like view applying logical reply structure before chronological order)
