That's not enough to say he will come back.
I thought it meant Aang would revive his Avatar Spirit, and we do see it in the trailer.

I was hoping to see Koh again. I thought that M&B said we would see him again? Well, I guess we still have 4 eppies left, maybe he'll be in one of them!

Not having him and Aang meet again made him saying "we'll meet again," pointless! D:

Koh said that because he knew he would meet the Avatar again. It didn't mean he would meet Aang again in the series. It might not have even meant he was going to meet Aang again at all. The last time he had an encounter with the Avatar was three Avatar lifetimes ago. Since Koh seems to have eternity to wait, it's almost a certainty that he will meet the Avatar again.

Indeed, "We'll meet again," can mean anything. But why include that line at all, and risk giving viewers the wrong idea, if they won't meet again on screen? The interpretation that Koh would be given another prominent role in the finale is certainly not unreasonable, and I count myself among those who consider his two-second cameo a bit of a letdown.

^^A bit of a let down is an understatement!!!!! Bryke did say we would SEE Koh again, but if that is what they meant, then maybe they should have worded it differently. That's hardly seeing him.
And ususally the "we shall meet again" statement would be called foreshadowing, but for some reason now it's not. So many other little things have been forshadowed that actually happened, and this is a huge one and we get zippo! Disappointed is not the word I would choose to describe how I feel about it.

Something interesting that came up in the "Loose ends" thread: - Will Koh ever be defeated? Or, maybe he doesn't need to be. I've been thinking about this a lot. Just how evil is Koh based on his canonical actions so far? Kuruk really was kind of a gigantic jerk, going around and challenging random innocent people to Agni Kais and whatnot. So I can almost see where Koh was coming from by taking his girlfriend, even if that reaction may have been a bit over-the-top. And regardless of justification, how driven is Koh? Is there a pressing need to defeat him? That grudge against the Avatar seems to run fairly deep. Kyoshi once said, "Aang, our actions always have an effect. Sometimes positive, sometimes negative...and sometimes not for many lifetimes." What I mean is, have you ever noticed that there seems to be a pattern of inexplicable corruption related to the Avatar Line as of late? Roku's best friend turns evil almost at random and decides to erase the Air Nomads and assimilate the rest of the world. The "culture-protecting" Dai Li that Kyoshi was so proud of became totalitarian monsters and completely crippled the Earth Kingdom. ...just something to think about.

^Kuruk was arrogant yes, but he grew out of it and accepted a humble life.
Koh isn't all that innocent as he is known to steal people's faces. There's no real reason that the effects of the Dai Li or destruction of the Air Nomads would directly affect him. At least, none that I can think of.
True, but that's the same for everyone, we're just being shown that not everything can be peachy-poo if the Avatar fixes it up. Actions always have consequences, and even with good intentions, those consequences can be horrific. I'm sure past Avatars have done a great deal of things for the world to have it come back and bite everyone.
However, the important thing is what the Avatar can do to preserve the world, because humans always make mistakes. I'm sure the Dai Li were trying to keep stability in Ba Sing Se, those intentions are good, but their actions were bad. Sozin wanted to spread his wealth and success, those intentions are good, but he ravaged the balance doing so.
