I have to go with this guy: That's right, from Conker's Bad Fur Day, the Great Mighty Poo. I dare you to think of anything scarier than an operatic pile of excrement. DUDE!!! I forgot all about that game! Yeah...an evil pile of crap is pretty scary...still,evil poo monster or not...Luca Blight is still a crazy villain...definitely still my number one...

Kefka, without a doubt. Sephiroth is just overrated to biblical proportions. I also give some honorable mentions to Giygas, Lavos, Count Dracula, and a few others that I can't think of right now that are all kick-Equus asinus as well.

Albert Wesker.
Resident Evil.
Quite possibly the coolest video game villian. In terms of seniority in the presence of final fantasy and mario, he's a lightweight, but when it comes to longevity and actions he is very high up on the chart. He's one of those villains who progressed with the series. Villains are usually taken out at the end of the game, maybe even to the extent of 2 or 3 games later depending on just how well the franchise does. But periodically and numerically speaking, Wesker has survived nearly ten installments of this franchise. He's basically immortal and is raising the question of how exactly he can be defeated.
I just think he's awesome.

I pick other...Most of these are japanese based villians, but there are so many other really good ones.
Arthas from the Warcraft franchise is a great villian, its reminiscient of sephiroth only his fall from grace was executed better I feel.
Saren from Mass Effect is also pretty awesome, very harsh, and cold.
Another good one is Atlas from Bioshock. The whole game you are kinda in the dark about what is going on then it is revealed that you are actually his little minion. I think that is pretty fun.
And, who can forget G-man from Half-life?! C'mon! He may not be an overt villian but there is a definate aura of him being a maligned entity.

He'd be invincible. He was a boss in a CMV during Code Veronica X when you had no control over it. You just had to watch yourself get beaten to a pulp at Wesker's hands. They dropped like a whole stack of I-beams on him and he was like lol you're silly and brushed himself off. And I expect that kind of un-controllable action for the rest of the series as well. To really simulate the helplessness and futility you would have against him. I secretly love Wesker.

Kane from Command and Conquer.
This is a man who started three world wars over the period of 50 years, not to take over the world mind you, just to steer events according to his own diabolical schedule.
'Died' twice and presumed dead after the third war but he's still around and though the rest fo the world think they won the war, in actuality Kane succeeded in his plans.
That and the actor who plays him hasn't aged a day since 1995. Adds to the whole Kane is immortal shtick.

Luca Blight is still a crazy villain...definitely still my number one... Yes. The Mad Prince. He didn't need super powers. Just pure strength...and hatred for PIGS!!! XD
