But worth mentioning is that character development != character back story and/or life history. Instead, character development is merely the amount of growth and look into the character that we the audience have received. It is not really how much we know about them in the past before the events of the show took place, but how much change the character has undergone from the point in which they have been introduced. If the character has not changed much since their first episode, then they have had poor growth of character and should be considered underdeveloped. But since not all of the characters were introduced at the same time, it should not be expected that their development would be at an equal point at a given time, so instead the rate of character growth would be the more accurate view of how far a character has grown and potentially expected to grow unless there are further episodes which develop or focus upon a particular character.

We've seen a little background on Sokka, like when his dad left to go fight the war. But I would like to see much more. Toph has had none. I'd just really like to know just a tad bit about her past.

Toph. She doesn't change with situations or become more social. Sure she's given lots of time to grow, but it's usually just to make someone else look good. Even after "Bitter Work" she was still as tough as ever, we don't know if she changed her teaching methods since "Bitter Work" is the only episode we see her training Aang.

Personally, I think Toph is pretty developed for the time she's been on the show. She's been on Avatar for about...a little more than half a season. Her training methods work and we've seen a solemn and sad side to her in The Desert when Appa was kidnapped.

Sokka, is the only one out of the three I'd like to see more development in during season 3. He is the weakest of the group, and although he has an established background he still has a lot of problems that need correcting.

I would like to see more about Katara. Aang, Sokka and Toph we can all have a basic idea of their life before Aang. But Katara, we need to see more about her and her mother. She seems to only have two moods Angry/Nice. I hope there is more to her than that.

I'd have to say Toph is the most under developed, because if you look at it she hasn't been around as long as everyone else so everyone else has had a longer time to develop!

I'd actually say that all of them are unfairly underdeveloped compared to Zuko or even Azula sometimes. I thought this was about Aang. Zuko's stuff is important for us to understand his motives for going after the Avatar, but he's had a lot more development than all the Gaang members.

^Hence the Zuko stole the show thread I had to vote for Toph. I would have voted for Sokka but he just seems to be who he is: the sarcasm, meat, complaining, boomerang guy. He shows his intelligence when planning for battle and he shows his mature sign mostly when he's in love, but other than that he brings an additional element to the show because he can remind anyone of a comedian friend of theirs. Every group of friends has the funny guy/gal in their group and Sokka's character is just that-very human if you ask me. He doesn't need to be a bender or have a tragic past or such in order to be dynamic. Toph however has slightly altered her ways but she's remained persistant. Perhaps its because she is her element. She's like earth and as so she's enduring so perhaps were just not meant to see a softer Toph or whatever we expect. However, Earth changes very gradually so I hope in S3 we'll get to see an evolved Toph now that she can bend metal and perhaps thrown more into the spotlight rather than the bask in the limelight. I'd choose this over developing one of the minor characters any day! A little more Aang and Toph interaction wouldn't hurt anyone either.
