Hmmm what anime was it based off of. And technically, anime means "cartoon" and well Avatar is a cartoon sooo..it's anime

Tecnically, "anime" is short of animation, which does relate to "cartoon". But Anime in the sense of the word means animated shows or films that originate from Japan.
Avatar was not created in Japan, and therefore is not "true anime", even though it is heavily influenced by anime style.
As for if Avatar was based off an older anime.... I really don't know, but I don't think so. It may seem similar to some shows in certain aspects because many parts of Avatar are inspired from real world cultures and events. And those cultures and events probably inspired other shows and that's probably where people made those assumptions.

I've heard avatar being called and "american anime" It seems that avatar is based on more chinese things. (i.e. the calligraphy, the bending moves.)

umm avatar was basiced on a old story, I learned bout it in my great asian history class but it has younger chaters, and bending
