This organization sounds exactly like my Web Mastering teacher. ><
We had to make a bunch of websites in her class, but all of the images had to be "school appropiate." Seriously, I created an Avatar website for an assignment, so for each character, I collected some screenshots to actually show what they looked like.
While I was working on the website, the teacher came over and pointed out which images I couldn't do.
- I couldn't do the screenshot of Aang and Katara in the beginning of CoTL, because they weren't "in dress code." (Me: "But this is a kid's show. They're in bathing suits!" Teacher: -laughs- "Nuu, sorry, too bad!")
- And I also couldn't do Agni Kai Zuko, because he was shirtless. :mashes teacher into the ground:
Look, all I know is, people shouldn't be too sensitive to what kids watch on tv, or play in video games, especially parents. I know all little kids are more frightened of different things, but sheltering your children from every little thing that may be deemed "inappropiate" or "too scary" will only hurt the kids and their development. Years back, I had a friend who was allowed to say, watch, and play anything he wanted, violence or no. He did not turn out to be a psychopath or anything of the sort. In fact, when another parent questioned my friend's mom on why my friend was allowed to play rated M video games and the sort, the mom replied, "I know my kid won't go out and shoot everyone down (like Grand Theft Auto). He won't be stupid enough to repeat what's being shown in the media."
I know when I become a parent, I am NOT going to be super-protective, like my mom is over me. I'll have boundaries and certain age limits, sure, but I will definitely not go overboard.

^ I'm going to be an awesome parent, too. I am not putting my kid through everything I've suffered through with my parents.
This council is stupid. You can't protect kids forever. This isn't even protection. It's shielding them from everything. When they grow up, they'll be in a big shock because everything they should know about already is new to them.

Yeah, you see, this is why America doesn't have any good animations, because everyone here thinks that all cartoons have to be for kiddies and never think twice about the fact that tons of teenagers and adults actually like cartoons. Anime has thousands of titles that cover all sorts of demographs, preschoolers, young kids, preteens, teens, adults, etc. What does America have? The Simpsons, Family Guy, King of the Hill, American Dadstuff on Adult Swim......
..... That pretty much all of the cartoons in America that aren't for little kids. And almost all of those are comedy that are only censored because of vulgar humor. Most of us want some good quality, richly animated cartoons centered around fantasy and violence and all that good timin' stuff. And I think shielding your kids is a bad thing. That's why we have so many wussy kids who can barely stand to watch some of the TV-Y7 FV (FV=Fantasy Violence) that American television actually broadcasts. This country disappoints me. (Land of the free my sneakers. I'm sorry America, but it's true.)
