Well if there were multiple masters in the north why chooose the sexist one. And then when he decides not to teach you, why not go find a new master

Pakku: I won't teach you! You're a girl! Katara: Fine! I'll go somewhere else then! Come on, Aang! That's no fun.

Well it is poor writing if characters avoid a logical compromise just for the purpose of a kick *** fight.
Maybe epaku was just the best waterbending master.

The Northern Water Tribe was just following its traditions, like any other culture does. I don't blame him for that. It's also a culture shock for people not used to it, having grown up in completely different ways.

I think because of the "across the world" seperation, the Northern and Southern tribes have lost touch and have no idea what the other culture was like. Katara obiously started traaining in the south meaning they allowed it. It must of come to her as a shock when their culture was so sexist. Its no one's fault. At the end of the episode Pakku seemed willing to teach boys and girls from then on.
