In what, the Avatar world? Technically, democracy was invented by the Greeks long before common era (which I would say predates the original series), and republican forms of government came around with the Romans (which again predates the original series), so if we want to apply our timeline to theirs - it already exists and has been for quite some time.
And I would say that Republic City is already a republic; it's called the United Republic for a reason. You've got 5 representatives of different Nations elected to represent the interests of the people within the city. So technically, in the Avatar realm it already exists.
Whether or not it's been applied to other Nations is questionable; it wouldn't be a stretch to see some constitutional monarchies like the UK with the Fire Lord as a figurehead by representatives from different districts or municipalities as representatives passing legislation. Can't be sure though.

Four representative, actually. Maybe even one for all we know.
I'm just surprised that their republic doesn't already include nonbenders, and that we haven't seen it come up as an issue should indicate still unresolved tension.

We dont know that all the four representatives are or have to be benders themselves. They represent the previous nations which included benders and non-benders.

There were 5 representatives, if I remember correctly: Fire Nation, Earth Kingdom, Northern Water Tribe, Southern Water Tribe, and Air Nomad (which is just Tenzin and his family at present lol).
As far as we know, Tenzin and Tarrlok are/were the only benders.

Well, in the Nick game exploring Republic City--which had a lot of canon in it--the FN rep could definitely bend. I'll bet they all could. Bending is a huge status symbol. Nonbenders had a lot of legitimate complaints.

Sokka was the Chairman of the United Republic Council during Yakone's trial so it is clear that bending is not a requisite for membership to the Council.
Nick produced material is persuasive but only Bryke produced material is canon.

I was talking about the formal structure of the council provided things are running at normal capacity, not what happened after Amon and his rodeo hit the stage.
