If Amon said that now anyone can hold the power of a chi-blocker in their hands with these electrical gloves. How do they block chi if benders can bend electricity?
And who else would actually rather have one of these gloves than any actual bending ability?

I have to wonder how they'd work against waterbenders...water being such a great conductor of water and all...

Most of the time waterbenders aren't actually touching their water though, especially in an urban setting like Republic City. Plus, if the gloves are soaked, then there's not much hope for the Equalists. It's like if Korra had connected that water stream onto the Lieutenant's backpack generator, he'd have electrocuted himself.

It should have I imagine. When they fell in there I was thinking "Get out gf the water! Get out of the water!" because I knew that guy was going to do that.

The show bends the laws of reality pretty regularly from the original series alone so this show should be no different.
However it should be noted that any portable battery that a person can carry (even in the real world) would only shock and disable a fully grown person. It would very rarely kill anyone regardless of whether or not they were in water unless that person was a small child or someone with a weak heart condition who can't stand too much voltage applied to their person. Adding water to the mix will not amplify the voltage of the electricity applied to shock and stun Korra and the brothers.
People in real life have survived lightning bolts strikes and even shocks from electricity transformer's which have an estimated voltage of as much as 100,000 volts (more than enough to kill a man a thousand times over) or more.
So as far as that scene was concerned, IMO it wasn't beyond the stretch of the imagination for them to survive being shocked by Amon's Lieutenant like that.
Besides didn't Amon say that he wants Korra alive because he was saving her for last? So that would explain why they were left alive after a good dunk and shock. More than anything else I think Amon is a showman. He never does anything without a reason. Which makes him even more scary IMO.

I think he meant the chi blockers ability to "fight back" but also a piece of propaganda. The vast majority of the the benders in RC probably don't know how lighting/electricity works so that little line of his is more to plant fear than be totally factually true. Sure benders might not want the gloves, but for all the normal folks they never had a choice before. Also, even basic bending takes practice. The glove, turn it on and as long as you can touch someone there's not much skill involved. The perfect example was the take down of all the metal benders. We can safely assume those benders spend years of training to get on that force. Not to mention have to have a strong affinity to earth bending to begin with. And yet they were taken down, not by the elite Goggle Corp, but probably low level equalist that used stealth and distraction to their fullest.

I relate the power gloves to firearms essentially. When guns became more mainstream, they acted as a means to equal the playing field for those with physical talents. Everyone became equal as you couldn't intimate anyone with muscles anymore once guns were placed on the battlefield.
