^What...? The Northern Water Tribe WAS Gender Biased. Men were taught and raised differently, in terms of what they can and can't do. The NWT people were accustomed to this standard, so they had no reason to complain. However, there was gender bias, because they held a notion that women couldn't perform in certain areas like men could.
Why would Combustion Man have any reason to rape, or stay in that prison. He's an assassin, or bounty hunter; he operates for money. I don't see lust as part of his character, seeing how he had not harmed Katara or Toph, when he captured them.
We have no evidence of rape in the prison or how they structure the penalty systems for acts that high. Seeing what we saw, we can speculate that any form of anarchy or crime is punished severely.

^^Yeah the Northern Water Tribe was certainly GENDER BIASED. I wanted to smack Pakku, the whole tribe actually, even Yue and I loved that girl!
Anyway, back to the topic, I think the only reason it was set up that way was for the rescue of both Hakoda and Suki, like other have said. Seeing as it is a kids show I don't think M&B thought many 8 yr olds would think of rape and sex. I actually thought it was kinda cool how it was a unisex prison, they thought of women to be just as dangerous as men, not so GENDER BIASED in the Fire Nation are they?!
I knew there was a reason I love fire so much!!

^I'm 17 and I wasn't even thinking rape/sex. The only thing I would have suspected as close as possible to that would be Sokka and Suki reunion.

^^I'm 18 and rape was the farthest thing on my mind. Like I said, I thought it was interesting how the FN made no distinguishing lines between sexes as far as "dangerous" goes. Both were treated equally, to me that was pretty neat!

All of hte prisoners are locked down tight. The only possiblity for rape is during meal times (sneak off to hallways/bathrooms) or in time outside, but I'm sure when prisoners are out, there are guards everywhere,with not a single square foot not being watched.
Even if there are no guard s ON the courtayrd, watchposts could be setup in so many locations that every nook and cranny is beign watched, and good design would eliminated things that would amke a shadowy area, such as stairs, decks, and walkways. The courtyard would be a semi oper area, with just walls, and nothign commign out the walls, allowing there to be a need for only enough guard posts as there are walls.
There is redundancy after redundancy in a good prison. Multiple people in multiple locations ,some ven hidden, some in different defense skills, and offense skills, looking at every location of the prison. If one guy goes down, there are people to fight, get help, sound alert, and then there are still people to watch those locations, and the location is still watched.
