King Kuei
The most powerful ruler in the Earth Kingdom, his palace sits in the center of Ba Sing Se. The current Earth King (the fifty-second in his royal line) was once called Kuei, but after coronation the Earth Kings traditionally renounce any personal name, thereafter referred to only by their title or "Your Majesty", and are considered by their subjects as almost god-like in stature. Once proud warrior-kings who ruled their lands personally (and sometimes brutally), over the generations the Earth Kings ceded more and more control over the day-to-day operations of their city to the Byzantine governmental structure that sprung up around them. Now the young Earth King is little more than a figurehead who lives a lavish lifestyle surrounded by courtesans and sycophants, lending one of his royal seals (there are sixty-seven different seals, used on different occasions, depending on the document in question) to whatever decrees and laws his advisors suggest. The current Earth King has never journeyed outside the Palace walls and knows next to nothing about what happens in the outside world. His main interest is in collecting rare animals from around the world, which are brought to him by zoological expeditions sent out from the University of Ba Sing Se.
Kuei became Earth King at the young age of four, when his father, the fifty-first Earth King died. Because he was so young and could not make military decisions, that duty fell to the Grand Secretariat, Long Feng. Long Feng became the Earth King's de facto guardian as well as his advisor. As Kuei grew older, Long Feng claimed that he thought it best not to trouble the young king with news of the war, so it was decreed that the war would remain a secret from him. But really, Long Feng kept the war secret so that he could retain power over the Earth King and the city.

Basco
The Earth King's favorite pet, this rare "bear" was captured in the forests along the eastern coast of the Earth Kingdom. He is the only known member of his species, although the Earth King has commanded the top zoologists of Ba Sing Se University to lead a battalion of soldiers in scouring the earth to find Bosco a mate. Little is known about his habits in the wild, but Bosco seems to enjoy roaming the grounds of the Royal Palace with his master, and has developed quite a taste for cakes and pies.
Speical Bonus
King Bumi
He is the 112-year-old King of Omashu and a childhood friend of Aang's. Although he doesn't look it at first, King Bumi is actually a powerful Earthbender. He is also a trickster who loves messing with people and playing jokes on them. But he is well respected by the citizens of Omashu.
Goat Gorilla
Named "Flopsie," this huge, furry beast is King Bumi's pet. It seems vicious, but is quite lovable and docile.
Long-eared Rabbit
Aang mistakes this tiny animal for "Flopsie" during one of the King's test. In fact, this cute rabbit is actually the Goat Gorilla's food.
