Photoshop is still the best overall mostly, but as I said its pricing that keeps me from it. the thing is that Photoshop has large businesses in mind and not the casual user, and i think that has to change. I only suggest the gimp as a true 100% free program that has no limit or restrictions, but that is not to say that the gimp doesnt have any flaws... like for the matter the program is not contained in one window and can be confusing at first. relying on GTK can be marked as a flaw but the gimp is not the only GTK based program availible for windows, there is Gaim an instant messenger, there is Hu-Go that is an emulator for the really old Turbo Graphics system there is abi word, a word processor and a few others I might be forgetting.
but overall its your choice if you want the gimp or not, I just support it as its open source and free without limitations.

I use Corel Painter 8, because it's not as expensive as wallet rape Photoshop, and still provides almost all of the things Photoshop does. Yes, Photoshop cannot be beaten. For tutorials, I learned nearly everything I know from Icon Tutorials, which, though it's in fact a avatar-tutorial sight, has millions upon millions of handy tips and tricks to get you started or to spark new ideas in your head. Tips? Know when to stop. Flooding your picture with millions of funky graphic techniques and a plethora of pictures, colors, text, etc... STOP. Seriously. There are plenty of nice icons without every texture on the interweb combined. The funnier ones usually are simpler, too. For example; Karuro's avatars are simple yet humorous.

Photoshop cs2 is the way to go, or any version of photoshop 6 or higher is good. Then download some grunge brushs and you have a cool sig, and then go to www.good-tutorials.com thats one of the best photoshop tutorials stie, it shows you how to make aboslty anything in photoshop. Im not that good at making banners/sigs in photoshop, i more of a photoshop web site design person, but im not that bad with sigs and banner im just better and making a design then a sig or banner. Hope your sig making goes well

you like Photoshop CS2?! sorry to say but CS2 is nothing compared to Photoshop 7, its buggy, bloated and its mac vertsion sucks... Photoshop 7 is better in terms of cross platform, as technically you can run it in linux, but CS2 is only good in windows...

yeh, but me meh I dont like CS.... too bloated... PS7 is the best version in my mind and I hope adobe does not forget that...

Well i soppose its up to you, theres not much change in 7 and CS2 but the litte changes they did made i liked and i have no bugs on mine so i think its cool. overall photoshop will allways be the best there is.

I use an older version of Photoshop (5.5) and a program called Print artist for extra graphics ( the sun and moon in the background of my avatar). I don't think there is a such thing as the best program. I think really it depends on a persons own artistic skill and patience to make a good avatar and signature.

*cough* I have Photoshop 5.5 too (which I just installed a day ago), and after using 7.0, I'd say it's a definate downgrade. I am unhappy =[ But, next year I'll get student discounts on Photoshop XD

There's also PhotoPlus, also free, with no restrictions. It's a bit like Photoshop, too. I'll get the link in a second. no photoplus free is very limited, there is no bucket fill,... Yeah, there is. >.< It's not plain at all. I make (made) All my images before yesterday with PPlus, and I think they are pretty good. I'm using Paint Shop Pro now, which I think is better except for the erase tool.
